PTE Engagement Plan

author:Education New Zealand
Responsible for nearly half of all international student enrolments, the Private Training Establishment (PTE) sector is critical to New Zealand’s international education industry. Education New Zealand has developed a broad suite of initiatives to support the sector's on-going growth.

Key information

  • In 2012, the PTE sector enrolled 46 per cent of New Zealand’s international students. The sector generated $204 million in tuition revenue and contributed an estimated economic value of $671 million to New Zealand’s GDP.

  • There are over 200 PTEs involved in international student recruitment, including some of the industry’s most successful institutions.

  • International fee paying student numbers at PTEs have declined, but equivalent full-time student (EFTS) numbers and revenue have both increased since 2007. First time student visa application numbers are declining, down a third from 2008/9.

  • Enrolments from the sector’s top five markets (China, India, South Korea, Saudi Arabia and Japan) all decreased in 2012, though enrolments from China appear steady.

  • Nimble, responsive and innovative, the PTE sector expresses an interest in diversifying their business model beyond a focus on recruitment.
