The Malaysian Qualification Agency (MQA) has signed a statement of confidence with the New Zealand Qualifications Authority (NZQA) to strengthen the education ties between both countries in first degree education.

MQA chief executive officer Datuk Dr Syed Ahmad Hussein said the agreement was part of the effort to combat counterfeit certificates in Malaysia.

This effort is part of the implementation under a memorandum of cooperation between MQA and NZQA signed on April 14, 2011, he told reporters after announcing the cooperation yesterday.

NZQA deputy chief executive, qualifications division Richard Thornton, New Zealand Education Ministry deputy secretary tertiary, international and system performance Anne Jackson and New Zealand High Commissioner education counsellor Izak Human were present at the media briefing.

MQA was established in November 2007 with the main purpose of implementing the Malaysian Qualifications Framework as a basis for quality assurance of higher education and as the reference point for the criteria and standards for national qualifications.

The agency is responsible for monitoring and overseeing the quality assurance practices and accreditation of national higher education.

Dr Syed Ahmad said the document was signed by MQA and NZQA after a comparison report and comparative standard report on Bachelors degree certification and quality assurance between both agencies were produced during a technical committee meeting.

The meeting was co-chaired by MQA deputy chief executive officer Professor Zita Mohd Fahmi and NZQA international and policy director Karen Chalmers. We believe that this document will provide a lot of benefits especially to enhance the cooperation in the institution of higher learning and the mobility between the higher education system in both countries, said Dr Syed Ahmad.

The committee was focusing on the effort to implement the process of determining comparability between the standard qualifications for first degree education as prescribed by the New Zealand Qualifications Framework and Malaysian Qualifications Framework as well as the compatibility of quality assurance systems between the two countries, he said.

To date, about 2,100 Malaysian students are studying in New Zealand.
