Guidelines for 2004

He iti rä, he iti mapihi pounamu
I may be small, but I am an ornament of greenstone

Aim of Mapihi Pounamu: To help ensure Mäori students participate and achieve in education. It is targeted at those students who face barriers to learning, either through difficult home circumstances such as ongoing risk to their wellbeing, or lack of adequate supportive care, or who are from families living in isolated areas and with low household incomes.

Eligibility criteria

The following students may be eligible for financial support from the Mapihi Pounamu financial support scheme:

· Category A - Students at Ongoing Risk
Mäori students who face barriers to learning through difficult home circumstances, such as the ongoing risk to their wellbeing or lack of adequate supportive care, which require the student to board away from home to attend a state, or state integrated, secondary school with boarding facilities.

· Category B - Students Living in Isolated Area
Mäori students from households with low incomes and who live in an isolated area, which requires the student to board away from home to attend a state, or state integrated secondary school with boarding facilities.

! If applications exceed the funding available, financial support will be allocated to students most likely to gain the greatest benefit from participation in the scheme. Where a student’s circumstances meet more than one of the above categories, preference will be given to the category that will benefit them the most.

What ‘costs’ does Mapihi Pounamu assist with?

Mapihi Pounamu will assist successful students with boarding fees. Note: Mapihi Pounamu does not provide support for applicant students who wish to attend a private school.

In exceptional circumstances, approval for additional support may be given, and will be at the discretion of the Secretary for Education. Additional support may include CEMB/attendance dues, uniform or transport as a one-off payment for students in their first year on the scheme.

How much financial support may we expect?
The amount of financial support any student may receive will vary. For most students assistance will be provided up to a maximum of $6500 per year. Exceptions:
Category A or B
· students who receive a Government Boarding Bursary will have that Bursary deducted from their Mapihi Pounamu entitlement; and/or

Category B only
· students whose parents/caregivers have a combined household income of $20,000 or more will have their entitlement reduced.

The following table shows how exceeding the threshold and/or receiving a Government Boarding Bursary will affect the entitlement.
Gross Household Income: Maximum amount of Mapihi Pounamu paid assuming applicant is not receiving a Government Boarding Bursary Maximum amount of Mapihi Pounamu paid assuming applicant is also receiving a Government Boarding Bursary
$20,000 $6,500 $4,510
$22,000 $6,100 $4,110
$25,000 $5,500 $3,510
$28,000 $4,900 $2,910
$33,000 $3,900 $1,910
$37,000 $3,100 $1,110

Payment of Mapihi Pounamu

Payments will be made directly to the school. Documentation will be sent to the school at the beginning of each school term to verify enrolment and attendance of the student. Note: payment will not be made to parents/caregivers.

Financial support will be provided to a student for as long as they remain eligible to receive Mapihi Pounamu financial assistance. Assistance may be cancelled if:

Category A and B
· the student fails to attend school regularly; or
· the student is stood down or suspended.

Category B
· the student’s address changes and they no longer meet the “isolated” criteria;
· a state school opens within 4.8 kilometres of the student’s home;
· a transport service becomes available within 4.8 kilometres from the student’s home, enabling them to attend the nearest state or state integrated school;
· the combined household income is above the threshold to receive funding;

Funding does not automatically follow students who enrol in another school or if they are continually absent.

! Support under this scheme may be cancelled or abated to any degree by the Secretary for Education should the Secretary be satisfied that the circumstances of the student have so altered that the student no longer needs financial support or that the student needs only part of the support to continue his or her education.
